Kabarak University Champions Student Voices in HELB and Universities Fund Stakeholder Forum

On April 4, 2025, Kabarak University became a hub of meaningful engagement as students and staff convened for a crucial stakeholder forum on the Loans and Scholarships Appeals Mechanism. Organized by the Higher Education Loans Board (HELB) and the Universities Fund (UF), the session provided a platform for open dialogue on the challenges students face in accessing financial aid—and the steps needed to improve the process.

Kenya’s current university funding model operates on a Differentiated Unit Cost (DUC) system, which allocates government support to students based on financial need and academic merit. While the system aims to ensure equity, many students continue to experience difficulties such as delayed disbursements, insufficient allocations, and a complex appeals process. For many, navigating this system remains a bureaucratic challenge, often limiting their access to the financial aid they urgently require.

Stakeholder Forum

Kabarak University has consistently demonstrated its commitment to supporting students through such challenges. Through its Financial Aid Office and advisory services, the institution has worked to ensure that students understand the loan and scholarship application processes while also advocating for fairer and more efficient funding mechanisms. Hosting this forum was yet another testament to Kabarak’s proactive approach in bridging the gap between policymakers and the student body.

During the forum, students voiced a range of concerns. Chief among them were the frequent delays in loan disbursements, which leave many struggling to pay tuition and meet daily expenses. Others spoke about the inadequacy of allocated funds, particularly for students from low-income backgrounds. The complexity of the appeal process was also highlighted, with students calling for a system that is more transparent and user-friendly. Some attendees also pointed out that a general lack of awareness regarding funding opportunities and application procedures often leads to missed chances for much-needed assistance.

In response, stakeholders proposed a series of actionable solutions. These included the need for timely disbursement of funds to ensure students receive financial aid before the start of academic semesters. They also advocated for increased funding allocations and called on the government and private sector to explore additional funding sources. Simplification of the appeal process emerged as a key recommendation, alongside the establishment of awareness campaigns aimed at educating students on available funding opportunities and application procedures.

To further support students, Kabarak University has established dedicated ICT and Admissions Help Desks at both the Main Campus and Nakuru City Campus. By the end of the session, there was a shared sense of optimism among students and staff. Their voices had been heard, their challenges acknowledged.
